數(shù)字經(jīng)濟是以數(shù)據(jù)資源為關(guān)鍵要素，以現(xiàn)代信息網(wǎng)絡(luò)為主要載體，以信息通信技術(shù)融合應(yīng)用、全要素數(shù)字化轉(zhuǎn)型為重要推動力的新經(jīng)濟形態(tài)。近年來，數(shù)字經(jīng)濟發(fā)展速度之快、滲透范圍之廣、影響程度之深前所未有，正在成為重組全球要素資源、重塑全球經(jīng)濟結(jié)構(gòu)、改變?nèi)蚋偁幐窬值年P(guān)鍵力量。而城市作為技術(shù)變革與政策創(chuàng)新核心載體，也正成為推動可持續(xù)發(fā)展與全球協(xié)作的關(guān)鍵力量。在2025全球數(shù)字經(jīng)濟大會上，北京攜手歐洲、北美、亞太、中東及拉美等地區(qū)的40余個核心伙伴城市，共同發(fā)起成立全球數(shù)字經(jīng)濟城市聯(lián)盟。
全球數(shù)字經(jīng)濟城市聯(lián)盟將聚焦數(shù)字基礎(chǔ)設(shè)施建設(shè)、跨境數(shù)據(jù)治理、人工智能倫理、智慧城市應(yīng)用等關(guān)鍵議題，深化城市集群協(xié)同發(fā)展、產(chǎn)業(yè)生態(tài)共建、數(shù)字治理創(chuàng)新等實踐。從2023年全球數(shù)字經(jīng)濟大會首次提出“數(shù)字經(jīng)濟伙伴城市”合作倡議，到2024年北京市聯(lián)合首批成員啟動“六項行動計劃”，再到2025年在聯(lián)合國訓(xùn)練研究所、國際電信聯(lián)盟、聯(lián)合國國際貿(mào)易中心等國際組織的支持下，發(fā)起成立全球數(shù)字經(jīng)濟城市聯(lián)盟，彰顯了北京持續(xù)探索數(shù)字經(jīng)濟發(fā)展理念和創(chuàng)新路徑的實踐精神。
