中共中央、國務(wù)院近日發(fā)布《知識產(chǎn)權(quán)強(qiáng)國建設(shè)綱要（2021-2035年）》（以下簡稱《綱要》）?！毒V要》提出，到2025年，知識產(chǎn)權(quán)保護(hù)更加嚴(yán)格，社會滿意度達(dá)到并保持較高水平，知識產(chǎn)權(quán)市場價值進(jìn)一步凸顯；到2035年，我國知識產(chǎn)權(quán)綜合競爭力躋身世界前列。

China released a 15-year plan (2021-2035) on the development of intellectual property rights (IPR) power. The plan, which demands stricter IPR protection, a high level of public satisfaction, and greater market value of IPR by 2025, was released by the Central Committee of the Communist Party of China and the State Council. By 2035, China's IPR competitiveness will rank among the top in the world, says the guideline.

《知識產(chǎn)權(quán)強(qiáng)國建設(shè)綱要（2021-2035年）》是繼2008年頒布的《國家知識產(chǎn)權(quán)戰(zhàn)略綱要》實(shí)施結(jié)束后，為統(tǒng)籌推進(jìn)新發(fā)展階段我國知識產(chǎn)權(quán)事業(yè)而制定的第二個長期規(guī)劃，在強(qiáng)調(diào)知識產(chǎn)權(quán)制度服務(wù)于國內(nèi)創(chuàng)新驅(qū)動發(fā)展需要的同時，更加關(guān)注知識產(chǎn)權(quán)作為國家發(fā)展戰(zhàn)略性資源和國際競爭力核心要素的重要性。

《綱要》從建設(shè)面向社會主義現(xiàn)代化的知識產(chǎn)權(quán)制度、建設(shè)支撐國際一流營商環(huán)境的知識產(chǎn)權(quán)保護(hù)體系、建設(shè)激勵創(chuàng)新發(fā)展的知識產(chǎn)權(quán)市場運(yùn)行機(jī)制、建設(shè)便民利民的知識產(chǎn)權(quán)公共服務(wù)體系、建設(shè)促進(jìn)知識產(chǎn)權(quán)高質(zhì)量發(fā)展的人文社會環(huán)境和深度參與全球知識產(chǎn)權(quán)治理等六個方面部署了知識產(chǎn)權(quán)強(qiáng)國建設(shè)的重點(diǎn)任務(wù)，提出了加強(qiáng)組織領(lǐng)導(dǎo)、加強(qiáng)條件保障和加強(qiáng)考核評估三方面組織保障要求。

知識產(chǎn)權(quán)保護(hù)工作關(guān)系國家治理體系和治理能力現(xiàn)代化，關(guān)系高質(zhì)量發(fā)展，關(guān)系人民生活幸福，關(guān)系國家對外開放大局，關(guān)系國家安全。

IPR protection relates to the modernization of China's governance system and capacity, high-quality development, people's happiness, the overall situation of the country's opening up to the outside world, and national security.

要加強(qiáng)知識產(chǎn)權(quán)保護(hù)工作頂層設(shè)計(jì)。要研究制定“十四五”時期國家知識產(chǎn)權(quán)保護(hù)和運(yùn)用規(guī)劃，明確目標(biāo)、任務(wù)、舉措和實(shí)施藍(lán)圖。既嚴(yán)格保護(hù)知識產(chǎn)權(quán)，又確保公共利益和激勵創(chuàng)新兼得。

The top-level design for IPR protection should improve. China will create a national plan for IPR protection and application for the 14th Five-Year Plan period from 2021 to 2025, specifying goals, tasks, measures and a blueprint for implementation. The plan should strictly protect IPR, ensure public interests, and create incentives for innovation.
