國家發(fā)展改革委、科技部近日聯(lián)合印發(fā)了《關于進一步完善市場導向的綠色技術創(chuàng)新體系實施方案（2023—2025年）》。該文件提出，到2025年，市場導向的綠色技術創(chuàng)新體系進一步完善，綠色技術創(chuàng)新對綠色低碳發(fā)展的支撐能力持續(xù)強化。
China has released an implementation plan designed to further improve the market-oriented green technology innovation system. Guided by the plan, jointly released by the National Development and Reform Commission and the Ministry of Science and Technology, China will see its market-oriented green technology innovation system further improved by 2025, achieving stronger support from green technology innovation for the country's green and low-carbon development.

綠色技術是指降低消耗、減少污染、改善生態(tài)，促進生態(tài)文明建設、實現(xiàn)人與自然和諧共生的新興技術。綠色技術創(chuàng)新正成為全球新一輪工業(yè)革命和科技競爭的重要新興領域。2017年10月，黨的十九大報告提出，推進綠色發(fā)展。構建市場導向的綠色技術創(chuàng)新體系，發(fā)展綠色金融，壯大節(jié)能環(huán)保產(chǎn)業(yè)、清潔生產(chǎn)產(chǎn)業(yè)、清潔能源產(chǎn)業(yè)。2019年5月，國家發(fā)展改革委、科技部印發(fā)《關于構建市場導向的綠色技術創(chuàng)新體系的指導意見》，提出到2022年，基本建成市場導向的綠色技術創(chuàng)新體系。
2022年12月，兩部門印發(fā)了《關于進一步完善市場導向的綠色技術創(chuàng)新體系實施方案（2023—2025年）》。方案提出，到2025年，企業(yè)綠色技術創(chuàng)新主體進一步壯大，培育一批綠色技術領軍企業(yè)、綠色低碳科技企業(yè)、綠色技術創(chuàng)新領域國家級專精特新“小巨人”企業(yè)。各類綠色技術創(chuàng)新主體創(chuàng)新活力不斷釋放，協(xié)同創(chuàng)新更加高效。綠色技術供給能力顯著提升，形成一批基礎性、原創(chuàng)性、顛覆性綠色技術創(chuàng)新成果。綠色技術交易市場更加規(guī)范有序，先進適用的綠色技術創(chuàng)新成果得以充分轉(zhuǎn)化應用。方案確定了9項重點任務，包括強化綠色技術創(chuàng)新引領、壯大綠色技術創(chuàng)新主體、促進綠色技術創(chuàng)新協(xié)同、加快綠色技術轉(zhuǎn)化應用、完善綠色技術評價體系、加大綠色技術財稅金融支持、加強綠色技術人才隊伍建設、強化綠色技術產(chǎn)權服務保護、深化綠色技術國際交流合作等。
【重要講話】
推動經(jīng)濟社會發(fā)展綠色化、低碳化是實現(xiàn)高質(zhì)量發(fā)展的關鍵環(huán)節(jié)。加快推動產(chǎn)業(yè)結構、能源結構、交通運輸結構等調(diào)整優(yōu)化。實施全面節(jié)約戰(zhàn)略，推進各類資源節(jié)約集約利用，加快構建廢棄物循環(huán)利用體系。完善支持綠色發(fā)展的財稅、金融、投資、價格政策和標準體系，發(fā)展綠色低碳產(chǎn)業(yè)，健全資源環(huán)境要素市場化配置體系，加快節(jié)能降碳先進技術研發(fā)和推廣應用，倡導綠色消費，推動形成綠色低碳的生產(chǎn)方式和生活方式。
A green and low-carbon economy and society are crucial to high-quality development. We must work faster to adjust and improve the industrial structure, the energy mix, and the composition of the transportation sector. We will implement a comprehensive conservation strategy, conserve resources of all types and use them efficiently, and move faster to put in place a system for recycling waste and used materials. Fiscal, taxation, financial, investment, and pricing policies and systems of standards will be improved to support green development. We will boost green and low-carbon industries and improve the system for market-based allocation of resources and environmental factors. We will accelerate the R&D, promotion, and application of advanced energy-saving and carbon emission reduction technologies, encourage green consumption, and promote green and low-carbon ways of production and life.
